Business Development Strategies sweetens ice cream distributor's growth in Norton with government incentives
With site work of its new headquarters set to begin in early April in Norton, NEICC is pleased to join the ranks of BDS's satisfied clients.

(MEDWAY, MA) – With Americans’ love for ice cream becoming a worldwide obsession, New England’s leading full-service ice cream distributor is crystallizing its plans for real estate expansion and job growth in Massachusetts, thanks, in part, to a valuable package of government incentives recently secured by Business Development Strategies, Inc. (BDS).
Just 16 years after its launch in the CEO’s basement, New England Ice Cream Corp. (NEICC), the region’s premier provider of best-loved brands such as Ben & Jerry’s, Bliss Bros., Breyers, Good Humor, Blue Bunny, Klondike, Popsicle, and many others, plans to construct a new 65,000 square foot building intended for its corporate office, warehouse and distribution center near the TPC in Norton. The project will launch with the help of more than $1 million in state and local incentives negotiated by BDS.
NEICC’s success is a story of vision and innovation. Built on the motto of “More Service per Serving,” the company has pursued new markets while staying true to its roots as a leading distributor to scoop shops, convenience stores and concession stands. More than quadrupled in size since 2013, NEICC now counts global and local markets among its loyal customers, along with hotels, casinos, stadiums, restaurants, colleges and universities, and more than 1,000 public school systems throughout New England. In March 2015, the company added the iconic Bliss Bros. Dairy restaurant and manufacturing facility in Attleboro, Massachusetts, to its inventory of well-known brands.

The acquisition of new product lines and markets created new requirements for the fast-growing Massachusetts company. A larger facility in a new location was needed in order to meet NEICC’S customer demands. “With a $10 million construction project on the horizon and an ambitious timeline for completion, NEICC was seeking a government incentives consultant with a proven track record who could identify appropriate state and local incentives and provide a successful outcome,” explains BDS President and founder Lynn Tokarczyk. The JLL industrial team of Rick Schuhwerk, Ed Jarosz, Tony Coskren, and Brian Pinch led the real estate site search on behalf of NEICC.
As the leading government incentives consultants in the state, Tokarczyk and the BDS team have assisted more than 100 companies in saving more than $70 million in state and local taxes over the past 12 years. Privately-owned and publicly-held companies such as Keurig, TripAdvisor, Potpourri Group, IPG Photonics, and others have relied on BDS’s expertise to help secure government incentives while creating more than 6,000 new jobs, retaining close to 13,000 jobs and investing an estimated $900 million in local cities and towns.

With site work of its new headquarters set to begin in early April and a sweet future shaping up in Norton, NEICC is pleased to join the ranks of BDS’s satisfied clients. “Lynn Tokarczyk and the BDS team were instrumental to our success in securing the necessary local and state tax incentives for our expansion in Massachusetts,” says President Steve Beck. “They have enhanced our relationship with state and local officials and paved the way for long-term partnerships.”
Town Manager Michael Yunits echoes the sentiment, noting that Norton is looking forward to having NEICC as a community member. “Norton is excited to have another quality family-owned business in the town,” Yunits comments. “The development of this project will jumpstart growth on the Route 140 corridor and provide increased spending with various retail establishments and restaurants in the area.”
