a. Continuation Review of the applications as received from Future Generation Wind, LLC/Consolidated Edison Solutions, for a License to transport Wind Turbine machinery and associated equipment through the Town of Bourne using local public ways, including approximately 2.2 miles of Head of the Bay Road, a Scenic Road to a project site located entirely in the town of Plymouth at 810 Head of the Bay Road, Bourne.

*Please take note: As determined by the Chairman, the testimony by both the Applicant and the public will be limited to the discussion of the transportation of the machinery and equipment, the impacts of this transportation to the public property and roadways Bourne residents will have first priority to address the Board of Selectmen. If time permits, non-residents will be provided the opportunity. All comments will be limited to no more than 5 minutes.


Notes in addition to this notification :

--Please note that the Falmouth Board of Health received oral and written testimony at that time indicating at least 41 families reported at least one family member was severely impacted by the wind turbine noise, and/or flicker.

-Please also note that the Falmouth wind turbines are significantly smaller, and less in number, than the FOUR wind turbines - each of them approximately 500 feet high (as opposed to “only” 397 feet for the Vestas Model V-82 in Falmouth) -- that Future Generation Wind proposes to build on your border.

--Please note that there are some residences in Bourne that much closer to the FGW machines than the closest residence in Falmouth.

--Please note that the population density of Bourne residents near the FGW wind turbines is much higher than in Falmouth, and that the number of residents that are likely to be severely impacted in Bourne, far exceeds the number of families that have been affected in Falmouth.

-Please note that the impact of a group of wind turbines operating closely together - as with the First Generation Wind installation -- is likely to be much greater than with one, or two, wind turbines because of the reinforcing impact of synchronous operation.

--Please note that many of the 41 families have more than one family member who has been adversely impacted.

--Please note that numerous speakers have made reference to the fact that they are acquainted with additional families that have been adversely impacted by wind turbine noise but who are afraid to speak out because of their fear of prejudicial treatment or harassment.

It is also worth noting that:

--The testimony below was gathered by the Falmouth Board of Health, under the supervision of a consultant hired by the Falmouth Board of Selectmen, nearly 3 1/2 years ago.

--The Falmouth Board of Selectmen and the Falmouth Board of Health have both expressed their “sympathy” for the 41 families who have suffered the consequences of their actions in constructing, and operating, the wind turbines there

--NOTWITHSTANDING THEIR PUBLIC PROFESSION OF THEIR SYMPATHY FOR THE VICTIMS, THE BOARD OF SELECTMEN AND THE TOWN OF FALMOUTH ARE CURRENTLY SUING THE INNOCENT VICTIMS OF THIS IRRESPONSIBLE MUNICIPAL DEVELOPMENT IN SUPERIOR COURT, CLAIMING THAT THE TOWN OF FALMOUTH HAS THE RIGHT TO HARM ITS OWN CITIZENS, FOR ITS OWN FINANCIAL GAIN.

Why would anyone in Bourne -- including the Town Administrator or

It would be any MORE likely than the Town of Falmouth to curtail the operations of the FGW wind plant to preserve the health of a hapless group of Bourne residents -- a large, but hapless group -- that will be subjected to the same punishment?

Actually, that is not true. There is every indication that the noise described as torture of Bourne residents from the massive FGW machines will be FAR WORSE THAN THE CURRENT AGONIES OF FALMOUTH RESIDENTS, at the hand of their own government.

One would think that the Falmouth Board of Selectmen, or the Falmouth Board of Health, might have been moved to action by this testimony.

It is impossible to watch the oral testimony and believe that representatives of 41 families are lying. What did they do, gather together in a giant conspiracty to fabricate this testimony and to ensure that they were all “on the same page”?

These are not professional actors. They had nothing to gain from telling their stories -- other than to hope that the Town would admit error, relent from punishing their families and grant them some relief.

But admitting error -- and facing the wrath of voters in accepting the $10 million price tag of admitting their mistake and tearing down the hazardous installation -- was too much for the Falmouth BoS. With some additional pressure from the state government, they decided to to to war with the victims.

BOURNE DOES NOT HAVE THIS PROBLEM!

THE BOURNE TOWN GOVERNMENT, BOARD OF HEALTH, PLANNING BOARD, ET AL, DO NOT HAVE TO CHOOSE BETWEEN SACRIFICING THEIR CONSTITUENTS OR THEIR POCKETBOOKS.

OFFICIALS AND BOURNE HAVE ONLY TO DEFEND THE INTERESTS OF THEIR CONSTITUENTS -- BOURNE RESIDENTS -- THEIR FRIENDS AND NEIGHBORS -- AGAINST THE ILLEGITIMATE CLAIM BY FIRST GENERATION WIND / CON EDISON SOLUTIONS THAT BECAUSE THEY HAVE A PERMIT FROM PLYMOUTH, THEY CAN LAY WASTE TO BOURNE!

No Town government, Board of Selectmen, Board of Health or Planning Board should acquiesce to such an outrageous claim.

Your first and highest loyalty -- all of you -- is to preserve and protect the value of your community and every member of it. There can be no justification for abdicating this fundamental responsibility.
