At the time of this Board of Health meeting in 2012 the town had not released the wind turbine noise warning that the Falmout Wind 1 turbine generates 110 decibels of noise.

This is almost twice the specifications.Since the meeting Nils Bolgen the wind energy director at the Massachusetts Clean Energy Center has admitted the turbines were installed “Ad Hoc.”

The Massachusetts Clean Energy Center in April of 2013 sent a memo to the Town of Falmout admitting mistakes in noise tests prior to the installation of the Falmout Wind 1 turbine. A little late for the victims.

Prior to the installation of Falmouth Wind 1 “human annoyance” warnings were deleted from the Falmouth noise tests. The “human annoyance” warnings were on all boiler plate studies prior to Falmouth.

The state of Massachusetts has found the turbines out of state noise complinace.

The Massachusetts Superior Court has shut the turbines down 12 hours a day and Sunday.

The town is placing the health and welfare of its own citizens in what they thought was a get rich quick scheme. The Board of Health ignored “First Do NO Harm.”

Recently the Massachusetts Clean Energy Center gave the Town of Falmout 1.8 million dollars to pay the litigation costs of the turbines. The MassCEC had bribed the town with one million dollars to buy the turbine as they were the owners and could not sell it.

Shame on Falmouth and Massachusetts for allowing this to go on for over 5 years.

The chairperson of this meeting, is trying to spin the problems with these turbines as unique.

This is completely ridiculous as similar health effects are reported worldwide.

Letter that shows the town always aware of noise issues :

Mr. Gerald Potamis
WasteWater Superintendent
Town of Falmouth Public Works

RE: Falmouth WWTF Wind Energy Facility II “Wind II”, Falmouth, MA
Contract No. #3297

Dear Mr. Potamis,

Due to the sound concerns regarding the first wind turbine installed at the wastewater treatment facility, the manufacturer of the turbines, Vestas, is keen for the Town of Falmouth to understand the possible noise and other risks associated with the installation of the second wind turbine.

The Town has previously been provided with the Octave Band Data / Sound performance for the V82 turbine. This shows that the turbine normally operates at 103.2dB but the manufacturer has also stated that it may produce up to 110dB under certain circumstances. These measurements are based on IEC standards for sound measurement which is calculated at a height of 10m above of the base of the turbine
