Three years ago, I promised to get to work for the residents of North Andover. Our community has enjoyed many successes since then - and faced far too many unexpected circumstances.” Phillips affirmed. “My commitment to the residents of North Andover is unwavering. That’s why I’ve dived in, working alongside dedicated town employees delivering food to vulnerable residents, knocking on doors during the floods, making phone calls to impacted residents, and connecting residents to important resources.” In addition to being on the ground Phillips has directed funding to assist residents and small businesses impacted by unprecedented flooding, lingering COVID, and gas explosion problems. “I work tirelessly for our community and it is a privilege to do so.”
Phillips noted the importance of getting to work providing emergency shelter during the destructive September microburst. “Immediately, we made sure residents had a place to rest their head, food to eat, and access to necessary resources to return to their homes as quickly as possible. From residents dropping off donations, to food services putting together bag lunches, to our firefighters, police officers, emergency services, and DPW going above and beyond to keep people safe it was a herculean team effort. One thing is certain, North Andover takes care of its own,” proudly noted the three year Select Board member.

Phillips cited some of the projects that have taken flight during the last three years including the purchase of the 400 Great Pond Road property to protect our watershed, a measure overwhelmingly supported by residents and an accomplishment we can all be proud of and implementation of the Facilities Master Plan II with work underway for the North Andover Middle School and planning for Kittredge – all without a tax override. “That is just the beginning. The Master Plan addresses critical infrastructure needs for our schools, fire station and youth center in a responsible way, minimizing the financial impact on taxpayers. There is much more work to do, and I welcome the opportunity to continue listening, learning and moving forward alongside and on behalf of our community,” stated the mother of two.
A robust downtown is a priority for Phillips. She is on the board of the North Andover Merchants Association which “provides an avenue for me to really understand how we can best support our businesses across town and work toward a robust downtown where residents want to live, work, and play. The downtown plan is in its beginning stages. Working to move this project forward is a top priority,” pledged Phillips.

Phillips remains actively engaged with the PTO, Farmers Market, North Andover Merchants Association, North Andover Music Association and various local organizations. “That deep knowledge and appreciation for our diverse community informs my perspective on the Select Board. I am committed to continuing the hard work to do what is best for our community, a place where all residents deserve a seat at the table.”
Phillips holds a BS degree in Communication Disorders from Boston University, worked in responsible roles in both the Registry of Deeds and currently the State Senate, and continues her commitment to women’s healthcare as a doula. She resides on Osgood Street with her family, including her husband Chris, 20 year-old daughter Abigail and 16 year-old son Alex. You’ll find her all over Town working to help out anyone who needs a hand.
