North Shore CDC and Action Inc. Receive Permit for Harbor Village
North Shore CDC and Action Inc. have partnered to transform Harbor Village from a vacant building into a new, mixed-use development.

On July 20th, North Shore Community Development Coalition (CDC) and Action Inc. received their comprehensive permit from the City of Gloucester Zoning Board of Appeals for their joint affordable housing development, Harbor Village.
Over the past year, North Shore CDC and Action Inc. have partnered to transform Harbor Village from a blighted building that has been vacant since 2011 into a new, mixed-use development. The two nonprofit organizations have collaborated with community stakeholders in order to design a building that compliments historic Main Street.
“We have thoroughly enjoyed working with Gloucester residents on this project and can’t wait to get it built,” said Mickey Northcutt, CEO of North Shore CDC.

Both North Shore CDC and Action Inc. met 20 times with residents, business owners, and community stakeholders last summer, prior to filing any plans for zoning. The Zoning Board of Appeal began its review of the project last October and voted unanimously to issue the permit on June 29th.
Located at 206 Main Street in Gloucester, the development will include retail on the first floor with 30 apartments above and feature an attractive brick facade. At the second level, a large community room and a private exterior courtyard will be created, offering residents an opportunity to be outside in a private space. There will also be 30 on-site parking spaces for residents.

All units will be affordable and reserved for households earning no more than 60% of the Area Median Income, which is currently $59,100 for a family of four in Gloucester. Rents will be approximately $847 for a one bedroom, $1,016 for a two bedroom, and $1,174 for a three bedroom, including heat and hot water.
“This is a huge win for Gloucester, and for Main Street, but especially for those who need affordable places to live. There is still much to do before the building will be built but this is a big step forward,” said Peggy Hegarty-Steck, Executive Director of Action Inc.
