The man who was on the dock when the officers arrived said that he and his girlfriend were walking from Beverly to Salem. While walking over the bridge, the man said his hat blew off his head and went into the water.
The man said his girlfriend thought it would be a good idea to go into the water and try to get his hat back for him. She walked through the property of the Black Lobster and went down onto the dock and into the water, according to police.
