Why the storage units and huge tent in Salem Target Parking Lot ?

Mysterious Tent appears out of no where !

I noticed last night a huge white Tent and numerous metal Storage Units all roped off in the Hawthorne Plaza Target Parking Lot.

What could it mean ?
