Swampscott Talks Best Use for Free Cash Windfall
Debate surrounds how much of the funds should go toward a turf field project.

Swampscott has $3.2 million in certified free cash, but as yet no clear plan for what to spend it on except to say that town officials don’t plan to completely fund a turf field at Phillips Park with it.
According to ItemLive.com, town officials seem to favor using a portion of the cash for the field project, but relyin on bonding and other cash sources for the rest; however, a group of petitioners in town wants to keep that option open and is submitting a town meeting petition calling for the entire project funding to come from free cash.
The proposal for a turf field is broken into phases, the first of which would cost $1.65 million and petitioners are asking the town to pay. The subsequent phases would be paid for by private donors.
