ICYMI: Lowell Man Arrested for Allegedly Photographing Woman Underneath Dress at Tewksbury Garage: Police
After conducting an investigation, an employee of the garage was arrested by Tewksbury Police Monday.

TEWKSBURY, MA — A Lowell man was arrested after police say he photographed a female customer underneath her dress at the Sooner Lube in Tewksbury, police announced Monday.
Police announced that Todd F. Mitchell Jr., 26, of Lowell was arrested on a charge of secret sexual surveillance, otherwise known as "upskirting." Investigation by detectives determined that Mitchell had allegedly photographed or recorded a woman from the "pit" area of the garage where motor vehicle fluids are changed.

A manager from the Sooner Lube declined to comment on this story until learning further information from Police.

After conducting the investigation, police say that the female victim noticed Mitchell pointing a cell phone from underneath the pit area when called into the garage to go over the work done to her vehicle.
Mitchell was held without bail by the Tewksbury Police Department, and was scheduled to be arraigned Tuesday in Lowell District Court.
