Leash Law

Please keep your dogs on a leash. I was walking my kids and two dogs came out of no where! I stopped in my tracks and luckily they ran the other way. More than 1 dog on the loose they can act like there in a pack and become aggressive. I dont care if they are nice or not, my kids are afraid, and plus I dont want to have to pick up after some one elses dog when I have my own dog mess to pick up.
