Simms was observed by detectives acting suspiciously at the Mobil on the Run, located on Andover Street. A subsequent motor vehicle stop resulted in the arrest and recovery of narcotics.Simms was due to be arraigned at Lowell District Court Wednesday morning.The Tewksbury Police Department urges any citizens who suspect criminal activity to call the Dispatch Center at 978-851-7373.
