Man Arrested For Child Rape Worked At Waltham After School Program

WALTHAM, MA — A man who worked at an after-school program at a Waltham Elementary school has been charged with several counts of child rape, the Superintendent of Waltham Schools confirmed.

John B. Quinn, Jr., age 28, of Foxborough, was arraigned in Wrentham District Court earlier today on six counts of aggravated rape of child and six counts of rape of a child with force following an investigation by the Foxborough Police Department. The investigation was not related to anything in Waltham.

However, Quinn was an employee of Champions, the Plympton Elementary after- and before-school program, and was not an employee at Waltham Public Schools, Superintendent Drew Echelson said.

"We take employment of those contractors just as seriously as we do our own teachers, but at this point as we understand the allegations, while they're concerning and serious, they don't have anything to do with a Waltham child," said Echelson.

Echelson said he learned of the arrest Wednesday evening from the chief of police.

"And then late morning I heard about charges at the arraignment and communicated it to the Plympton community," he said.

He also met with Champions, who he said were just as shocked. He also looked at his personnel file kept on hand with the company. Echelson said there were no red flags or any indicator that anything like this would happen. He had no prior arrests and his background check information met the district's standard, he said.

"As I understand it he's on administrative leave," said Echelson of Quinn who has worked with the contractor since September 2016.

Waltham Police confirmed that Foxborough Police made the arrest and that no crime was committed in Waltham. A message was left at the Waltham Champion's after school program voicemail.

There will be a meeting with police and school officials for the Plympton School Community to discuss these allegations on Monday, Oct. 16 at 6:30 p.m.

As the superintendent gets more information, he said he plans to share what he knows with the community.

Quinn pleaded not guilty to all 12 charges against him on Thursday, Oct. 12, according to the Norfolk District Attorney's office. Assistant Norfolk District Attorney Jessica Brokaw asked that Quinn be ordered held on $10,000 cash bail, that he be held with a GPS monitoring device, that he not be permitted to contact the victim, victim’s minor siblings, and victim’s mom, abide by any active HPO, that he not have any unsupervised contact with anyone under the age of 18 or work or volunteer with any one under 18.

Judge Finigan set bail at $5,000 with all conditions requested by the Commonwealth except a condition that probation approve any employment. Quinn was ordered to return to Wrentham District Court on November 9 for a pre-trial conference. The alleged victim is a minor child known to Quinn, but not through his employment. A family member of Quinn posted the $5,000 cash bail.
