Police said plainclothes officers bought Oxycontin multiple times from 42-year-old Raymond Howard during a months-long investigation at the Pondside Apartments on King Street. Howard faces a charge of distribution of a Class B substance (Oxycontin). He was arrested at his apartment around 9 a.m. Friday, according to police. Howard faces a charge of distribution of a Class B substance (Oxycontin). He was arrested at his apartment around 9 a.m. Friday, according to police.
