Weymouth Level 3 Sex Offender Issued Summons for Entering Quincy Library
A librarian told police that she saw Richard Gardner, a Level 3 sex offender, inside the library using one of the computers.

QUINCY, MA — A sex offender who recently moved to Weymouth will appear in court for violating a Quincy ordinance.
On Oct. 8 at 11:23 a.m., police in Quincy responded to the Thomas Crane Public Library for a report of an unwanted party. A librarian told police that she saw Richard Gardner, a Level 3 sex offender, inside the library using one of the computers. Gardner was located and told that he would be summonsed to Quincy District Court for violation of the city ordinance that forbids sex offenders from entering schools, libraries, or daycare centers unless given written permission by the school administration, library administration, or day care center owner.
Police say he is not wanted at this time.

Last week, the Weymouth Police Department notified residents that Gardner moved into his parents home on Chandler Street.
In 1989, Gardner was convicted of rape of a child with force, indecent assault and battery on a child 14 or younger, and rape and abuse of a child. He was sentenced to 15 years in prison. In Rhode Island, he was sentenced to 190 years in prison for indecent assault and battery on a child 14 or younger again, but received a shorter sentence in 1993 upon appeal.

Gardner is free on probation until 2043. If he violates the terms of the probation, he could end up behind bars again.
