16 Articles To Be Discussed At Westborough Special Town Meeting
The meeting will happen on Tuesday.
WESTBOROUGH, MA — The Special Town Meeting in Westborough will take place on Tuesday, and 16 articles will be discussed.
The meeting will be at 7 p.m. in the Westborough High School, located at West Main Street.

- Prior Year Bills
- This article would appopriate money needed to pay outstanding bills from previous fiscal years.
- Revolving Fund for Senior Transportation Program
- To see if the town would vote to authorize a Revolving Fund for the WRTA Senior Transportation Program, which offers transportation to seniors 60 and over in Westborough through a shared-ride service.
- Fiscal Year 2026 Budget Adjustments
- To see if the town would transfer $13,915 from Council on Aging Salary/Wages to Finance Department Salary/Wages.
- To see if the town would transfer $22,255 from Council on Aging Salary/Waes to Health Department Salary/Wages.
- Fiscal Year 2026 Budget - Norfolk County Agricultural High School
- To see if the town would raise and appropriate $47,707 to fund the Norfolk County Agricultural High School budget.
- Establish a Special Education Reserve Fund
- To see if the town would establish a Special Education Reserve Fund to pay for the cost of special education and out-of-district tutition or transportation.
- Grant Matching Funds for Boston Worcester Airline Trail
- To see if the the town would transfer $61,105 to develop plans for a portion of the Boston Worcester Airline Trail Shared-Use Path to run from Framingham, and through Westborough to Worcester.
- Swimming Pool Repairs and PoolPak Rooftop Unit
- To see if the the town would repair the Community Center pool facility.
- 250th American Revolution Anniversary Committee
- To see if the the town would transfer the remaining balance in the Westborough Spirit Committee Gift Account to the 250th American Revolution Anniversary Gift Account to fund a celebration for the anniversary.
- Transfer to the Affordable Housing Trust Fund
- To see if the the town would transfer money from the Stabilization Fund to the Westborough Affordable Housing Trust.
- Home Rule Petititon
- To see if the the town would amend the Town Charter to increase the number of signatures needed to place an article petition on the Annual Town Meeting warrant from 10 to 50.
- Means Based Exemption
- To see if the the town would reauthorize the property tax exemptions for qualifying senior residents.
- Roadway Acceptable Silver Hollow Estates incluidng Meadowlark Lane, Barred Owl Drive, Blue Heron Court
- To see if the the town would accept Meadowlark Lane, Barred Owl Drive and Blue Heron Court as public ways on a plan titled "Silver Hollow Estates Acceptance Plan."
- Easements - 20 Phillips St. "Harvey Building"
- To see if the the town would authorize the Select Board to grant Metrowest Regional Emergency Communications Center District, utility providers or others permanent and/or tempoerary access to the town-owned property located at 20 Phillips St.
- Amend Zoning Bylaws
- To see if the the town would amend the town's Zoning Bylaw in a number of ways. See Article 14 on page 6.
- Act Authorizing Town to Establish a Local Initiative Petition Procedure
- To see if the the town would establish a local Initiative Petition procedure for the town.
- Act Authorizing Town to Establish a Referendum Petition on Town Meeting Votes
- To see if the town would establish a Referendum Petition on Town Meeting votings. This would provide Westborough voters with a means for placing a qurstion or issue on the ballot for determination regarding a town meeting vote.
