Snow removal in Worcester, Massachusetts, has been a point of contention on and off for years. Ahead of a potential massive winter storm this weekend, the city admitted that it faces challenges in hiring and retaining enough people to do the work.

Worcester spends about $6 million a year into snow removal. This includes salaries, equipment, and supplies. By his own admission, City Manager Eric Batista said that the budget isn't the problem. It's staffing.

"Staffing is the number one issue when it comes to operations," Batista said at a city council meeting earlier this week. "Not just in the city but across the state."
