The girl then contacted her older sister, who was inside a nearby business, according to police.

When the older sister approached the truck, the man drove off while still masturbating, according to police.

Investigators used video surveillance from businesses and a partial license plate that the teen was able to provide to identify the man's truck.

Investigators also learned he was on parole and had been convicted of first-degree criminal sexual conduct. They said the tether placed him in the area at the time of the indecent exposure incident.

He was arrested on March 24 and placed in jail with a $75,000.
