Snow plowing

I’m wondering what conditions need to be in place for the plows to come out. When it snows , they aren’t out....when it’s stopped but might snow again, they aren’t out ,,,,,,as a commuter i can never be assured of having at least somewhat decent roads. Was in Ontario over Christmas and travelled during very bad conditions, but always saw plows and sanders/salt trucks out.
