Hope Not Handcuffs In Place to Battle Addiction
All Macomb County police departments participating with 100 volunteers being trained for Feb. 1 launch.

CLINTON TOWNSHIP, MI — Every police department in Macomb County is participating in a new program aimed at curbing the heroin epidemic. The program, Hope Not Handcuffs, begins Feb. 1 at Fraser-based Families Against Narcotics, The Macomb Daily reports.
“We are so excited about this program because 100 percent of the police agencies in Macomb County have agreed to participate,” said Katie Donovan, executive vice president of FAN and a Macomb Township resident. The program, an offshoot of a national effort under a different name, provides a safe place for addicts to go without worrying about getting arrested."
Donovan, whose daughter is a recovering addict, said addicts feel helpless and feel they have nowhere to turn for help. The program is for all addicts, not just those who are hooked on heroin and other opioids.

“They can go somewhere where they feel accepted, not alone,” she said.
