Currently, the county is deep in a $52-million structural debt thanks to a $100-million decrease in yearly revenue from property taxes since 2008, the report stated.

Before it can be enacted, the Wayne County Commission needs to approve the agreement, the report stated. After that, the county and the state must OK it, the report added.
