OCHN release Request for Proposal for SUD Prevention Services

OCHN is requesting proposals for Substance Use Disorder Prevention Services for the LGBTQIA+ Community (RFP 0730.2022).

Oakland Community Health Network, hereafter known as OCHN, is requesting proposals from a licensed, in accordance with requirements of Licensing and Regulatory Affairs (LARA), substance use disorder prevention entity interested in providing evidence-based prevention programs, services and activities that addresses the problems that result from the use/misuse of Alcohol, Tobacco and Other Drugs (ATOD) in Oakland County. Proposers not currently licensed by LARA, must include proof of application, and show proof of licensure within 6 months of contract signing.

The current issues to be addressed by the proposed services were identified by a recent OCHN Needs Assessment (NA) utilizing the Strategic Prevention Framework (SPF) planning model required by the Substance Abuse and Mental Health Services Administration (SAMHSA). The Proposer selected by OCHN will have significant expertise in the areas necessary to meet the needs and requirements set forth in this Request for Proposal (RFP), including, the ability to provide innovative solutions based on use of the required curriculum, Prime for Life. Through this RFP process, OCHN desires to enhance service efficiency and minimize costs and risk, while at the same time providing the Proposer with the incentive to successfully perform based upon pricing and operational parameters.

OCHN is interested in Proposers that have expertise and are interested in providing evidence-based substance use disorder prevention services in OC, under a performance-based contract with the OCHN. Prevention programming is intended to prevent the onset and reduce the progression of substance use and promote positive behavioral health. It is conceptualized as an ordered set of steps along a continuum to promote individual, family and community health, prevent mental and behavioral disorders, and support resilience and recovery.

The purpose of the American Rescue Plan Act (ARPA) Evidenced-Based Prevention Program (EBP) Project is to increase the capacity of the OCHN provider system to effectively impact an identified special population, (LGBTQIA+), that is at risk for substance and mental health conditions at an individual level based on SAMHSA data and OCHN Needs Assessment (NA) results.

OCHN is interested in funding best practices, evidence-based and culturally competent programming only. Programs and services must be based on an outcome-focused logic model, i.e., a system that employs clear and useable indicators for program planning, service delivery, accountability, and reporting. As a basis for this request the OCHN utilized the Strategic Prevention Framework (20190620-samhsa-strategic-prevention-framework-guide.pdf) a prevention planning model required by the SAMHSA in the use of federal funds. The first step of the process is completion of a formal NA specific to Oakland County (OC), to determine priority problems that result from substance use as well as the driving forces behind them. The objective is to marshal available resources and proven interventions to focus on those driving forces with the goal of effecting change at the population level.

The NA prioritization process resulted in the following priority issues to be addressed in the request for FY 2022. OCHN is seeking an organization with experience with LGBTQIA+ persons to implement Prime for Life curriculum. Prime for Life is an evidenced-based motivational prevention, intervention and pre-treatment program specifically designed for people who might be making high risk choices. It may also be used with universal and selective audiences. It provides a judgement-free way to understand how alcohol and drug-related problems develop, what we can do to prevent them, and why sometimes we need help.

The Proposer must address these priority areas using the Prime for Life curriculum:

a. Stimulant use/misuse

b. Accidental overdose

c. Co-occurring mental health and substance use disorders

d. Underage drinking

e. Adult binge drinking

f. Tobacco and nicotine use/misuse (including e-cigarettes and vaping)

OCHN would like the Proposer to address priority needs in geographic areas of the county found to be areas of high risk in the NA. These cities include Ferndale, Hazel Park, Madison Heights, Oak Park, Pontiac, and Southfield. In addition, over the course of the grant cycle, other municipalities may be addressed, which need to be included in the workplan.

OCHN is seeking a provider to provide at least 240 outputs (face-to-face contact) of the Prime for Life program with LGBTQIA+ persons within Oakland County and must employ the following federally approved prevention strategy:

• Education: This strategy is characterized by two-way communication and is distinguished from the Information Dissemination strategy by the fact that interaction between the educator/facilitator and the participants is the basis of its activities. Activities under this strategy aim to: affect critical life and social skills, including decision-making, refusal skills, critical analysis (e.g. of media messages) and systematic and judgmental abilities.

OCHN intends to purchase services identified in this solicitation. The term on the Contract shall be from award date to September 30, 2022 with the opportunity for 3 one year extensions based on the availability of fund and mutual agreement of the parties. OCHN shall award an agreement resulting from this solicitation to the responsible Proposer whose offer conforms to this solicitation deemed to be most advantageous to OCHN, price and other factors considered. OCHN reserves the right to award the contract to other than the lowest priced response. The award shall be made to the Proposer representing the best value to the project and OCHN. OCHN reserves the right to award to more than one Proposer. If an Agreement is established as a result of this solicitation, Proposer understands that services indicated in this RFP are an estimate only and OCHN does not guarantee the purchase of any item listed.

OCHN invites Proposers to submit proposals in accordance with the terms and conditions of this RFP. This solicitation provides the requirements and evaluative criteria for Services as described SUD Prevention Services for the LGBTQIA+ Community Solicitation #0730.2022 10 in the Scope of Work section of this solicitation and requests a detailed response from all prospective Proposers, including pricing and service descriptions, in the specified format.

To be eligible to submit a proposal, a completed Confirmation of Interest Statement must

be emailed to Caroline Babb-Leahey, babb-leaheyc@oaklandchn.org, for receipt by 5:00

PM EST, July 8, 2022.

Attendance at the Mandatory Pre-Bid meeting is also prerequisite to submitting a

proposal, and will be recorded.
