Religious Freedom or Discrimination?

Some common sense, but controversial, adoption legislation advances in the Texas legislature. Proponents claim it doesn't harm anyone since faith-based organizations can refer those who don't qualify to other agencies who will accept them, but opponents cry foul. Who is right?
