Ex-Burnsville City Employee Pleads Guilty To Theft

She used a city credit card to purchase gift cards, an XBox and a Ninja blender, police said.

BURNSVILLE, MN — A former Burnsville city employee was sentenced Tuesday after pleading guilty to one count each of theft and aggravated forgery. Authorities accused Kelly Jo Hansen-Mundahl, 45, of making more than $4,800 in unauthorized purchases on a city credit card, as well as forging documents.

Judge Tanya O’Brien sentenced Hansen-Mundahl to 30 days in jail, 10 days of sentenced to serve, 100 hours of community service, and probation for up to three years.

The judge also ordered she pay $4,899.33 in restitution.

The Dakota County Sheriff’s Office was asked by the city to conduct this investigation as Hansen-Mundahl was employed as a recreational supervisor in Burnsville. She resigned from the position after the investigation began.

The investigation revealed that Hansen-Mundahl was issued a city credit card in her name to make purchases for city-sponsored events. No personal purchases were authorized.

This card was used to purchase gift cards, an XBox gaming system and a Ninja blender that were not authorized city purchases. During the execution of a search warrant, those items were found in Hansen-Mundahl’s residence.

The investigation also revealed emergency withdrawals from Hansen-Mundahl’s deferred compensation plan occurred in 2007, 2010, 2012, 2013, 2015 and 2017. These withdrawal forms contained the signature of the Human Resources Coordinator for the city, who did not recall signing these forms, police said.
