Eagan-Based Homeland Security Agent Sentenced To 84 Months For Producing Child Sexual Abuse Material

EAGAN, MN — An Eagan man who worked as a Homeland Security Investigations special agent has been sentenced to 84 months in prison for producing child sexual abuse material, U.S. Attorney Daniel N. Rosen announced Wednesday.

Timothy Ryan Gregg, 53, admitted to knowingly producing child pornography depicting himself engaging in sexually explicit conduct with a minor, according to court documents. At the time, Gregg was a Special Agent with Homeland Security Investigations in Minnesota and also served as a Task Force Officer with the FBI.

Gregg was arrested and charged in June 2025 after the minor's father discovered explicit photos and videos on the child's phone.

"My office will always pursue these cases with unwavering resolve," Rosen said in a statement, adding that protecting children remains one of the office's highest priorities.

ICE Director David J. Venturella called the conduct "appalling and wholly inconsistent with the values of ICE and Homeland Security Investigations," and said the agency has "zero tolerance for crimes against children."

FBI Minneapolis Field Office Special Agent in Charge Christopher D. Dotson said Gregg's position made the crime especially serious. "This defendant's crimes while employed as a law enforcement officer are doubly disgraceful," Dotson said.

Rochester Police Chief Jim Franklin also weighed in, thanking federal partners for their work on the case and reaffirming the department's commitment to protecting vulnerable community members.

The case was investigated by the FBI, Homeland Security Investigations and the Rochester Police Department. Assistant U.S. Attorney LeeAnn Bell prosecuted the case, which was brought under Project Safe Childhood, a Department of Justice initiative launched in 2006 to combat child sexual exploitation.
