Reserve Color Detail program

Woody Franklin helped found the Police Department's Reserve Color Detail program.

You might not know Reserve Officer Woody Franklin, but you’ve seen his work.

In 2005, Franklin helped found the Reserve Color Detail program, which lowers U.S. flags to half-staff at ten city-owned properties each time the mayor, governor or president issues a flag-lowering proclamation.

Franklin, a retired military officer, retired June 1 after 20 years with the Police Department’s Reserve Unit, according to a city blog post.
