Fridley's Moore Lake appears to be the setting for Jeff Wagner's unusual campaign ad for Minneapolis mayor that has gone viral (300,000 views on YouTube as of Saturday evening). You can see Hwy. 65 traffic and the T-shaped dock in the background.
