How Will Tuesday’s Prostitution Hearings Work?
The City Council will consider the revocation of three massage licenses because of suspected prostitution.

Tuesday will mark the first time has considered the revocation of a massage parlor license—a license the council .
The hearing will actually be three separate hearings resulting from the . The council will consider:
- The massage business license belonging to Hopkins Asian Massage,
- The individual masseuse license belonging to Yazhi Xiao, who worked at Hopkins Asian Massage and
- The massage business license belonging to Yinyin Massage.
Prosecutors actually charged two individual masseuses with prostitution. However, the Yinyin masseuse, Gui Hua Yang, did not have a license to be a masseuse. That will be an aggravating factor in the hearing on Yinyin’s license.

The city could charge Yang with operating without a license but declined to do so since she has already been charged with prostitution in a public place.
At the hearing, Police Chief Mike Reynolds will provide background on why officers arrested the masseuses and city staff will explain why they want the council to revoke the licenses.

The license holders will then have a chance to explain their side—although they may choose not to do so. Afterward, council members will decide what, if any, further punishment to impose.
