Prosecutors charged a Hopkins man with misdemeanor indecent exposure after he was seen masturbating in public, Police Sgt. Michael Glassberg said. A caller told police at about 8:45 p.m. Wednesday that a man appeared to be masturbating near Hopkins Park Plaza. An officer went to the area in an unmarked car and observed the man in the act, Glassberg said. The officer arrested 21-year-old Jacob Lee Israel McCombs, a resident of the same complex, according to arrest records.
