Maple Grove Man Did Murder-Suicide At Breezy Point Resort: Disposition

A man killed his girlfriend and her daughter before killing himself at a resort in Breezy Point in September, the county attorney said.

BREEZY POINT, MN — A Maple Grove man killed his girlfriend and her daughter before killing himself at a resort in Breezy Point in early September, according to a disposition letter from Crow Wing County Attorney Donald Ryan published Tuesday.

Michael Charles Toner, 56, shot and killed Melanie Michele Jansen, 54, and Hannah Nicole Parmenter, 29, before turning the gun on himself, investigators found.

The shooting happened at a unit on the 8000 block of Whitebirch Drive, according to authorities.

Police said a 28-year-old man and his wife had arrived at the resort Tuesday to visit his mother and sister who had been renting a unit there since Sept. 1.

However, the man was unable to contact his family and his knocks at the unit door went unanswered. He looked through a nearby window and — after seeing a man and woman on the floor lying near blood — called 911.

Police arrived and — after forcing their way into the unit — found three bodies. The Ramsey County Medical Examiner released their identities and cause of death:

  • Melanie Michele Jansen, 54, of Maple Grove
    • Died by multiple gunshot wounds, manner of death ruled a homicide
  • Hannah Nicole Parmenter, 29 years old, of Elk River
    • Died by multiple gunshot wounds, manner of death ruled a homicide
  • Michael Charles Toner, 56, of Maple Grove
    • Died by one gunshot, manner of death ruled a suicide

"I have concluded my review of the investigative materials associated with the above. It is my opinion that on Sept. 5, 2023 Michael Toner shot and killed Melanie Jansen and Hannah Jansen," Ryan wrote in a letter to Breezy Point Chief Brian Sandell.

"Mr. Toner then took his own life. That is consistent with the Ramsey County Medical Examiner's findings of a double homicide/suicide. There being no evidence that anyone else was involved, I find no prosecution warranted. This concludes my review of the matter and our file is now closed."

The Minnesota Bureau of Criminal Apprehension assisted the Crow Wing County Sheriff’s Office in the investigation.
