The move from a system that uses a single test to measure school performance to one that uses multiple measurements of accountability is central to Minnesota's waiver. Cassellius said in a press release that “while measuring proficiency is absolutely essential in any accountability system, other data is needed to get a full picture of how a school is meeting the needs of students.”

As outlined in the waiver, Minnesota’s accountability plans will look at individual student growth, achievement gap reduction and graduation rates, in addition to proficiency rates, to generate a Multiple Measurements Rating (MMR) for every school in the state.

The MMR rating will measure performance in four key areas:

1) Proficiency in reading and math

2) Student growth from year-to-year

3) Higher levels of growth in student groups that are farther behind

4) Progress in improving high school graduation rates

Commissioner Cassellius will finish her tour in Duluth and Virginia on March 22.

ISD 279 is the fifth-largest school system in Minnesota and serves all or parts of Maple Grove, Brooklyn Center, Brooklyn Park, Corcoran, Dayton, Hassan, Plymouth, and Rogers.
