Investigators identified the driver as an associate of the Lows gang.

According to authorities, during the six-minute video, Frazier put a gun to the rival's head and ordered him to call out certain known gang members and insult them and say things like "[expletive] all my dead homies."

Frazier slapped the rival and said, "You a Clown... you ain't even worth killin," according to authorities.

A search of Frazier’s apartment turned up a loaded Glock 19 pistol with an obliterated serial number and an extended magazine, investigators said. Frazier was in the apartment at the time and was placed under arrest.

Because of his prior felony conviction, Frazier is prohibited under federal law from possessing firearms or ammunition at any time.
