St. Paul Man Killed By FBI Linked To Puppy Abuse Incident

MINNEAPOLIS — A search and seizure warrant released by the FBI has shed more light on the man who was shot and killed by an agent in north Minneapolis Thursday.

The federal document identified the suspect as Chue Feng Yang, 33, of St. Paul. He had several outstanding warrents at the time of his death, including one tied to a Jan. 30 police chase.

Yang was armed and in a fleeing car on Jan. 30 when a pit bull puppy was thrown out of the window "in an attempt to stop or slow pursuing officers," authorities said. The puppy, named "Taho" by Ramsey County deputies, later had to be euthanized at an animal shelter due to the abuse he suffered.

Authorities located him at a house on the 3700 block of Dupont Avenue North.

While barricaded in a home Thursday morning after an FBI SWAT team came to take him into custody, Yang livesteamed himself holding a sawed-off shotgun.

Yang also said on the livestream that he had bombs in the residence, and that he would detonate them if agents entered, according to investigator.

At about 12:15 p.m., Yang emerged from the home with a woman. They were tied together at their torsos, and Yank was holding the sawed-off shotgun to the woman's head, according to authorities.

"FBI agents determined that YANG posed an immediate threat to R.G.’slife, and that lethal force was necessaryto protect and preserve," investigators said.

"Agents engaged Yang and used lethal force. Yang was transported to North Memorial Hospital and was pronounced deceased. R.G. was treated for an apparent fentanyl overdose."

Hennepin County Sheriff Dewanna Witt disclosed that multiple agencies were involved in the incident. While an FBI agent fired the fatal shot, Witt said that one of her deputies discharged a "less lethal launcher" during the incident.

The FBI said it takes all shooting incidents involving its agents "seriously" and that its inspection division is investigating Thursday's death.
