9. BIDS AND PURCHASES:

  • Bids for TH 169/Bren Road interchange landscaping. RECOMMENDATION: Award the contract (4 VOTES)
  • Contract for the purchase of a one hundred foot aerial fire truck. RECOMMENDATION: Award the contract to the low bidder, Pierce Manufacturing, Inc.

10. ITEMS REQUIRING A MAJORITY VOTE: 

  • Amended and restated line of credit agreement with WHAHLT
  • Resolution approving grant agreement for the I & I Program
  • Agreement for public works maintenance services
  • Resolution approving a conditional use permit to operate an adult day care center at 1712 Hopkins Crossroad
  • Resolution to adopt council policy on Tax Increment Financing pooling

11. ITEMS REQUIRING FIVE VOTES: None

12. INTRODUCTION OF ORDINANCES: An ordinance must be considered by the city council at two regular meetings before adoption. At the first meeting, the ordinance is introduced by the council. The city council may discuss and/or refer the ordinance to an advisory board for review and public comment. The ordinance will be placed on a second city council meeting agenda for adoption.

  • Ordinance regarding animal waste. RECOMMENDATION: Introduce the ordinance
  • Ordinance regarding zoning variances. RECOMMENDATION: Introduce the ordinance and refer to the planning commission

13. PUBLIC HEARINGS:

  • Resolution vacating drainage easements and approving a floodplain alteration permit to construct a pool in the backyard at 5414 Byscane Lane. RECOMMENDATION: Hold the public hearing and adopt the resolution approving the request (4 VOTES)
  • Resolution vacating public drainage and utility easements at 14629 and 14611 Lake Street Extension. RECOMMENDATION: Hold the public hearing and adopt the resolution (4 VOTES)
  • Temporary on-sale liquor license for , 13505 Excelsior Boulevard. RECOMMENDATION: Hold the public hearing and grant the license (5 VOTES)

14. OTHER BUSINESS:

  • Review of park renewal master plan for . RECOMMENDATION: Review master plan for Mayflower Park and direct staff to proceed with Phase II (design and construction) (4 VOTES)
  • Review of park renewal master plan for . RECOMMENDATION: Review master plan for Oberlin Park and direct staff to proceed with Phase II (design and construction) (4 VOTES)
  • Items regarding an automotive service and tire center at 15320 Wayzata Blvd. for Youngstedt’s Goodyear: Ordinance adopting a master development plan and final site and building plans; and resolution approving a conditional use permit. RECOMMENDATION: Adopt the ordinance and resolution approving the request (4 VOTES)
  • Strategic profile. RECOMMENDATION: Receive public comments and approve strategic profile (4 VOTES)

15. APPOINTMENTS and REAPPOINTMENTS: None

16. ADJOURNMENT 

All matters listed under the Consent Agenda are considered to be routine by the city council and will be enacted by one motion. There will be an explanation but no separate discussion on these items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.
