Man Accused Of Posing As Teen In White Bear Lake Schools Now Charged
Authorities say Kelvin Micaiah Luebke used a fake birth certificate to enroll and attended classes as a student.
WHITE BEAR LAKE, MN — Criminal charges have now been filed against a man accused of posing as a teenager to enroll at White Bear Lake Area High School last fall, months after the case first came to light.
According to a complaint filed in Ramsey County District Court, Kelvin Micaiah Luebke, 22, is charged with two counts of aggravated forgery and one count of forgery involving identification.
The alleged offenses occurred between August and late September 2025. If convicted, the most serious charges carry a maximum penalty of up to 10 years in prison.

A court summons has been issued requiring Luebke to appear in court.
The charges stem from allegations that Luebke used forged documents, including a foreign birth certificate, to enroll at the school for the 2025–2026 academic year under a false name and age.

Authorities say Luebke posed as an unaccompanied homeless teen, a designation that allows immediate school enrollment under federal law, even when documentation is incomplete or under review.
The case first surfaced in late September 2025, when school officials reported that a man had been attending classes under false pretenses. At the time, authorities said the individual had enrolled under the name “Kevin C. Perry Jr.” and participated in school activities, including football practices.
Investigators later determined the student was actually Luebke, who was born in 2003 and was 22 years old at the time of enrollment.
According to the complaint, Luebke admitted to using a Liberian birth certificate with a different name and birth date to gain entry into the school, despite having U.S. identification documents showing his true age.
According to Luebke’s father, Luebke was adopted from Liberia in 2009, at age six. He was primarily homeschooled but did attend Forest Lake High School for a period of time; both he and his father reported he was expelled due to behavioral issues, the criminal complaint states.
His father stated that Luebke was 18 at the time and subsequently moved out to live with a couple willing to take him. Investigators interviewed the husband, who said Luebke had been living with him and his wife for approximately four years as of October 2025, and they were unaware that he had enrolled at White Bear Lake High School.
