Murder Charges Filed In Mass Shooting At St. Paul Bar

A 27-year-old woman was killed and 12 others were injured in an early morning bar shooting on West 7th Street in St. Paul.

ST. PAUL, MN — Two men face murder charges in connection with a mass shooting at a downtown Saint Paul bar early Sunday morning that took the life of Marquisha Wiley and injured 12 others.

The Ramsey County Attorney's Office charged Devondre T. Phillips, 29, with 12 counts of attempted murder in the second degree.

Terry L. Brown, 33, is charged with one count of intentional murder in the second degree and 11 counts of attempted murder in the second degree.

Both men were hospitalized with gunshot wounds before they were booked and charged.

The maximum prison sentence for an intentional second-degree murder conviction in Minnesota is 40 years. The maximum prison sentence for second-degree attempted murder is 20 years.

Shortly after midnight Saturday, officers arrived at a "chaotic scene" at the Truck Park bar at 214 7th St. Shell casings and bullet fragments littered the floor.

Twelve gunshot victims were transported to different hospitals across the Twin Cities metro. Police said they found 27-year-old Wiley but that her faint pulse "disappeared after a few seconds." She was later declared dead.

According to surveillance video and witnesses, Phillips and Brown were the shooters, investigators said.

After shots were fired, Phillips hobbled out of the bar and fell onto the street, where police found him, according to the criminal complaint.

Brown remained in the bar with a broken leg, the criminal complaint states.

"She has the biggest heart," Wiley's mother, Beth, told KARE 11. "She was a sweetheart." Wiley worked as a vet technician for seven years. A GoFundMe page has been set up to raise funds for Wiley's funeral.
