Saint Paul Homeowners Pay Highest Property Tax Rate In Minnesota: See List

A new state report shows Saint Paul homeowners pay a bigger share of their home's value in taxes than anywhere else in Minnesota.

ST. PAUL, MN — A Minnesota Department of Revenue report shows Saint Paul homeowners pay the highest effective property tax rate in the state, even though their homes are worth less than the metro median.

The report, known as the Voss database, tracks actual property taxes paid by homeowners rather than the total amount local governments collect.

It found Saint Paul's effective tax rate was 1.35 percent for taxes payable in 2023, the most recent year available.

That means a Saint Paul homeowner with a $271,100 home, the region's median value, paid a median of $3,127 in net property tax.

By comparison, homeowners in Southwest Hennepin County, which includes high cost of living areas such as Wayzata, Minnetonka, and Eden Prairie, paid a lower effective rate of 1.09 percent.

But because home values there are far higher, with a median of $467,000, the typical tax bill was still higher in dollar terms at $4,889.

Dakota County, which includes suburbs such as West St. Paul, Mendota Heights, Eagan, and Apple Valley, had a median home value of $366,600 and a median net tax of $3,211, an effective rate of 0.98 percent, close to the metro average.

Washington County, home to Stillwater and Woodbury, had one of the lower effective rates in the metro area at 0.95 percent, despite a median home value of $391,200.

Statewide, the median homestead paid $2,647 in net property tax on a home worth $306,000, an effective rate of 0.97 percent.

The Twin Cities metro area as a whole had a higher median tax bill of $3,404 and a higher effective rate of 1.02 percent than Greater Minnesota, where the median bill was $1,948 at a 0.90 percent rate.

  • Suburban Ramsey: 1.17% effective rate, $329,100 median home value, $3,430 median net tax
  • Southeast Hennepin (Bloomington, Edina, Golden Valley, Hopkins, Richfield, St. Louis Park): 1.15% effective rate, $359,000 median home value, $3,825 median net tax
  • North Hennepin (Brooklyn Park, Brooklyn Center, Maple Grove, and others): 1.11% effective rate, $332,000 median home value, $3,419 median net tax
  • Southwest Hennepin (Wayzata, Minnetonka, Eden Prairie, Excelsior, and others): 1.09% effective rate, $467,000 median home value, $4,889 median net tax

The report only covers non-farm homesteads and excludes properties without complete income data. It does not include the certified levy increases local governments approved for 2026, which will show up in a future edition of the report.

National outlook

Saint Paul's 1.35 percent rate would still fall in the middle of the pack nationally, well below New Jersey's nation-leading 2.23 percent effective rate but far above Hawaii's lowest-in-the-nation 0.27 percent, according to Tax Foundation data.
