Council approves the issuance of conduit bonds to St. Francis Regional Medical Center

The City Council approved the issuance of up to $25 million in conduit bonds. Proceeds from the bonds will be used to fund expansions to the emergency medical center and oncology center at St. Francis Regional Medical Center. Conduit bonds are a type of municipal bond sold by the city to make funds available to a private entity for a public purpose. The city will not be responsible for repayments of the bonds, and the bonds will not be secured by or payable from any property or assets of the city. Council sets the sale of Tax Increment Revenue Bonds for June 2

The City Council set the sale of Tax Increment Revenue Bonds for June 2, 2020. The proceeds from the bond sales will be used to pay for the construction of Unbridled Avenue north of Canterbury Park. The bonds will be repaid using tax increment revenue from the Canterbury TIF district. The bond sale is anticipated to be approved at the June 2 council meeting. Council approves construction agreement for County Highway 42

The City Council approved a construction agreement with Scott County for the expansion of County Highway 42. Scott County is expanding County Highway 42 to a four-lane divided highway between County Highway 17 and County Highway 83 this summer. The city’s portion of the project is $926,191.14. Council approves an agreement for public easement acquisition

The City Council approved an agreement with Scott County and Canterbury Park for the dedication and exchange of public easement for infrastructure improvements near the Canterbury Commons development. Parcels exchanged between the city and county will be dedicated as easements, and the exchanges between Canterbury Park and the county will have no effect on the city budget. City will not complete Environmental Impact Study for Summerland Place Development

The City Council passed a resolution in line with the recent Summerland Place Environmental Assessment Worksheet (EAW), finding no need to complete a more involved Environmental Impact Statement. Pioneer Engineering, on behalf of Summergate Companies LLC, has submitted plans for mixed-use development of approximately 114 acres south of Highway 169, west of Mystic Lake Drive and north of 17th Avenue. The proposed development would consist of 588 residential units split between apartments, townhomes and single-family units. The findings of the EAW found no need to complete an Environmental Impact Statement because the project does not have the potential for substantial environmental impacts. Council approves contracts for union employees

The City Council approved a one-year labor contract for the city’s three unions, retroactive to Jan. 1, 2020. The contracts authorize a 3-percent salary increase for all union employees, which is in line with the 3-percent increase approved for non-union employees in December 2019. The city’s 2020 budget includes funding for the wage increases. Union employees have agreed to negotiate on a yearly basis in Shakopee to ensure continuing, cost-effective services.
