MINNEAPOLIS — The man arrested in Florida in connection to the "terror-by-mail" case had a run-in with Minnesota law enforcement while in the Twin Cities metro. Cesar A. Sayoc, 56, was arrested in Bloomington in 1995 and was charged with crack cocaine possession and felony theft by swindle, court records state.
According to the Star Tribune, Sayoc was accused of purchasing vitamins and growth supplements from stores in the metro before filling those same packages back up with beans and returning them to get a refund.
When he was arrested, he had crack cocaine, authorities claimed. However, charges against him were dropped in 2005 when the suspected drugs was destroyed without being tested.
Court records show Sayoc had a Plymouth address, KSTP reported.
Sayoc was arrested following a spate of pipe bomb mailings to prominent Democrats including Barack Obama, Hillary Clinton, George Soros, John Brennan, Joe Biden, Eric Holder, Robert De Niro and Maxine Waters.
