ICE Agent Criminally Charged In Rush Hour Road Rage Incident On Highway 62

Hennepin County prosecutors said the ICE agent pointed a gun at drivers during a Minneapolis rush-hour traffic dispute.

MINNEAPOLIS, MN — A federal immigration agent has been charged with two felony counts of assault after allegedly pointing a handgun at two people during a road rage incident on a Twin Cities freeway, according to a criminal complaint filed Thursday.

Hennepin County Attorney Mary Moriarty announced the charges against Gregory Donnell Morgan Jr., an Immigration and Customs Enforcement agent who was working in the Minneapolis area at the time.

Morgan, 35, faces two counts of second-degree assault with a dangerous weapon, one for each victim. Each charge carries a potential sentence of up to seven years in prison.

A nationwide warrant has been issued for his arrest.

In a statement, Moriarty said the charges are part of a broader effort to hold federal agents accountable for conduct during the immigration enforcement surge in Minnesota.

“We will not rest until we get the answers we seek about federal agent conduct across Hennepin County and accountability is delivered wherever appropriate,” she said.

According to the complaint, the incident happened around 4:22 p.m. Feb. 5 on eastbound Highway 62 near the Interstate 35W interchange, a known traffic bottleneck during rush hour.

Investigators say Morgan was driving a black Ford Expedition on the right shoulder to bypass congested traffic, at times moving “really, really fast,” according to the complaint.

The driver of another vehicle, identified as Victim 1, briefly moved onto the shoulder in an attempt to slow him down before returning to the traffic lane.

Instead of continuing past or merging back into traffic, Morgan allegedly pulled alongside the vehicle, rolled down his window and pointed a handgun directly at both occupants while continuing to drive.

Both victims told investigators they feared for their safety and called 911 shortly after the encounter.

Victim two also recorded cellphone video after the encounter, showing the SUV as the victims followed behind it. The vehicle had a Utah license plate, which helped investigators identify it.

They said the SUV had no markings, lights or sirens indicating it was a law enforcement vehicle, and that they believed they were dealing with “a crazy person driving down the road aiming guns at people.”

The complaint states Morgan later admitted to investigators that he was driving the vehicle and drew his firearm during the encounter, claiming he feared for his safety and yelled “Police, stop.”

However, authorities say he was not responding to an emergency or conducting an active law enforcement operation at the time and was instead heading back to a federal building to end his shift.

A second ICE employee who was in the vehicle told investigators the SUV was unmarked and confirmed Morgan had his firearm out while yelling “Police,” according to the complaint.

MnDOT footage reviewed by investigators shows Morgan driving on the shoulder, pulling alongside the victims’ vehicle and remaining next to it for several seconds before accelerating ahead and merging back into traffic, authorities said.
