Police Officers Who Shot, Killed Man In Mounds View Identified

The Minnesota Bureau of Criminal Apprehension is investigating the fatal police shooting.

ST. PAUL — The Minnesota Bureau of Criminal Apprehension has identified the officers who shot and killed a man Sunday in Mounds View. Both officers are on standard administrative leave.

  • Mounds View Police Department Sergeant Michael Hanson has been in law enforcement for six years.
  • New Brighton Police Department Officer John Thomas has been in law enforcement for two years.

The man who was shot and killed was identified by the Hennepin County Medical Examiner as Noah D. Kelley, 21, of St. Paul. Kelley died of homicide due to multiple gunshot wounds, the examiner ruled.

Just before 7 p.m. Sunday, police were called to the 2500 block of County Road I on a report of shots fired.

While searching the scene, police received another report of an armed robbery in a nearby parking lot. A man told police that someone pointed a handgun at him in Aldi before the suspect ran into a nearby liquor store.

Police from Mounds View and New Brighton entered the store, where there was an "altercation" between officers and the suspect, according to authorities. The man was armed, investigators said.

Several offices shot the suspect, who was then transported to the Hennepin County Medical Center, where he was pronounced dead.
