State Trooper Who Shot Landfall Woman Won't Be Charged

A grand jury decided against indicting a state trooper who shot and killed Debra Doree Sept. 3, 2011, on Interstate 94.

A grand jury determined Tuesday that a Minnesota state trooper who fatally shot a woman in Interstate 94 while being dragged will not be charged with a crime, according to the Washington County Attorney's Office.

The trooper , of Landfall, on Sept. 3, 2011, after she tried to flee a traffic stop on Interstate 94 while his arm was caught in her steering wheel.

The grand jury ruled that the trooper had to shoot Doree to save himself from death or serious injury, according to a press release from the Washington County Attorney's Office.

"While every violent death is tragic, it was clear from the facts that the grand jury weighed the evidence and determined that the trooper was justified in his use of deadly force," County Attorney Peter Orput said in a statement. "Their decision was the barometer of the community on the issue."

Orput and Fred Fink, head of his Criminal Division, presented the case to the grand jury, the release says.
