Stillwater Police: Cell Phone Shake Down, Strangers In The Night

The following police blotter is compiled from Stillwater police reports and subsequent interviews with the Stillwater Police Department.

A Hudson Wis. man discovered that his cell phone and $450 in cash were taken from his vehicle while he was having dinner with his girlfriend at PD Pappy’s on Aug. 25. The man texted his phone asking the suspect if he could buy back his cell phone for $100 because he needed his contact list. The two men agreed on a meeting location to complete their deal. When the victim met up with the suspect he implied that he had a Taser and grabbed his phone back from the suspect without giving him the cash.

Later, the suspect texted the victim a picture of the victim’s girlfriend, and threatened him with “death and harm.” The suspect also texted the victim stating he “knew people who could kill him.”

Turning 21 proved too much for a Center City man who was found unclothed and passed out on a homeowner’s couch early Wednesday morning. The man apparently wandered in the unlocked residence in the 800 block of Olive Street West., undressed, wrapped himself in a blanket and passed out on the couch. The homeowner told officers he tried to wake the stranger but the man would not stir.

When officers arrived, they noticed it was the same man they had been looking for earlier in the night. Allegedly, the same man had punched the screen window of another residence earlier that night. The man was arrested for trespassing and fourth degree property damage. He was transported to Washington County Jail, booked and released to Dakota County receiving center. His blood alcohol level at the time of the arrest was .26. Later, the homeowner told police he discovered the intoxicated man ate some dog food in the refrigerator.

Public Safety Messages:

    • Move Over Minnesota: Statewide law enforcement agencies will increase enforcement of the Ted Foss Move Over law on Aug. 31. (Trooper Ted Foss was killed Aug. 31, 2000, by a passing vehicle as he was conducting a traffic stop). The law states: when traveling on a road with two or more lanes, you must keep over one full lane away from stopped emergency vehicles with flashing lights activated. This includes ambulances, fire, law enforcement, maintenance and construction vehicles. If you are unable to safely move over a lane, slow down. Failing to follow this law can result in fines exceeding $100, according to the Minnesota Department of Public Safety.
    • The County Public Health Department and the Sheriff’s Office recently joined Code RED. Code RED is a web based system which will allow the county to reach citizens by phone and text messaging. To sign up for Code Red, click here.

    The Washington County Sheriff's Office is seeking citizen assistance in locating the following individuals. These persons have active outstanding warrants through the Sheriff's Office.     Yang has a Washington County Felony warrant for Violation of a Harassment Restraining Order. Yang has been known to the Sheriff’s Department for felony harassment restraining order violations, motor vehicle tax evasion and driving with a suspend license.     The preceding items were taken from theStillwater and Oak Park Heights police departments. In all incidents where an arrest occurred, a charge is merely an accusation, and not evidence of guilt. The arrested person is presumed innocent until proven guilty in a court of law. Incidents are listed in the order in which they were reported, not necessarily the order in which they occurred. When names are used, it indicates that felony charges have been filed in Washington County District Court.
