Minnesota State Trooper Fatally Shoots Landfall Woman After Being Dragged

The Ramsey County Medical Examiner's office identified the woman as Debra K. Doree, 48, of Landfall.

A Minnesota state trooper on Saturday fatally shot a woman on Interstate 94 near Century Avenue after being dragged about 200 feet after she tried to flee a traffic stop, officials said.

β€œHe’s very lucky tonight that he will be going home to his family,” Lt. Col. Matt Langer of the Minnesota State Patrol said of the trooper, David Kalinoff, at a press conference Saturday.

The Ramsey County Medical Examiner's office identified the woman Sunday as 48-year-old Debra K. Doree, of Landfall, according to Andy Skoogman, public information officer for the Minnesota Bureau of Criminal Apprehension.

Kalinoff, who has been with the state patrol for 12 years, pulled Doree over for an equipment violation on westbound Interstate 94 in Woodbury between Interstate 694 and Century Avenue, Langer said.

He had asked her to get out of the vehicle, which is not uncommon practice during a traffic stop, Langer said, but at one point she got back inside her vehicle in an attempt to flee.

Kalinoff, trying to stop her from driving off, reached in through the passenger side window at the same time Doree took off, he said.

β€œUnder rapid acceleration, the trooper became hung up halfway inside the vehicle, halfway outside the vehicle and fired his service weapon as he was being dragged down the highway,” Langer said.

No one else was in the vehicle, Langer said.

Doree was transported to Regions Hospital, where she died, he said.

Kalinoff had injuries to his knees and wrist, Langer said.

Woodbury officers assisted at the scene after the incident, and the Minnesota Bureau of Criminal Apprehension is investigating, he said.

Investigators found a β€œsubstantial amount” of suspected narcotics in the vehicle, Evans said.
