Here's Why Woodbury Has The Lowest Water Bills In The Twin Cities
The primary reason for Woodbury's relatively cheap water boils down to a bit of luck.

WOODBURY, MN — If you live in Woodbury, you might already know you regularly have the cheapest water bill not only in Washington County, but the entire Twin Cities metro area. The average water bill for Woodbury residents is $8.32 per month, more than four times cheaper than Saint Paul's average of $34.70, the Pioneer Press reported. Neighboring Maplewood has an average bill of $33.81.
“Our rates are remarkably cheaper,” Woodbury city engineer John Bradford told the newspaper. The reason being that Woodbury is lucky to have been built over aquifers with high-quality water, and simply has to pump it up and clean it with fluoride and chlorine to make it drinkable. It's not affected by groundwater pollution issues faced in nearby cities.
Another advantage that keeps Woodbury's water bills low is the town's relatively new infrastructure is cheaper to maintain, which keeps repair costs lower than other cities. “We do not have the same age deterioration as others,” Bradford told the Pioneer Press.
