IN ST. LOUIS COUNTY:

Proposition S requests voters to approve general obligation bonds in the amount of $100 million to construct a new family court facility for $90 million and to improve the St. Louis County Civil Court building with the remaining $10 million. Proposition S requires a four-sevenths majority vote to pass.

The current obligation bonds approved by voters in 1998 will be retired in 18 months; the new bonds would replace the retiring ones.

Court officials indicate the 40-year-old facilities are inefficient due to not meeting fire codes, creating overall unsafe environments, and violating state laws by not providing separate areas for victims and perpetrators. Caseloads there increased dramatically since the 1970s, reportedly putting further strains on the electrical systems and heating and air-conditioning units, and exhausting storage capacities.

Proposition L requests voters of the to approve a $19.4 million "no-tax increase bond issue" to be used to replace equipment, including ambulances and pumper trucks, near the end of their lifespans, according to district spokespeople. Also planned are renovations for four of the district’s five stations, including the two located in . The four facilities were each built between 15 and 32 years ago. The remainder of the potential Proposition L funding would be allocated to three categories:  replacing firefighters' equipment, technology upgrades and community education programs.

See Patch article:

Proposition R would enable the Rockwood School District to borrow $43.2 million through general obligation bonds to make improvements and repairs to multiple school buildings. Taxes for the adjusted debt service levy would not increase. If the position passes, major projects would include several located in and . This measure requires a four-sevenths majority to pass.
