Area 13 Residents Say No to Being Annexed
While Florissant residents approved the ballot measure, the unincorporated area strongly declined it.

Despite
Area 13 residents, which has the boundaries are Old Halls Ferry Road, Lindbergh Boulevard and Coldwater Creek, including Spring Creek Condominiums and St. Angela Merici Catholic Church, overwhelmingly voted no to being annexed into Florissant with 74 percent of the vote. Florissant residents approved the measure with 70 percent approval.
In a previous Florissant Patch article, one resident of Area 13 who asked to remain anonymous didn’t sound too enthralled by the proposed assimilation.

He said that he’s satisfied with street repair and snow removal provided by St. Louis County.
“Maybe we’d get better police protection, I don’t know. But I kind of doubt it,” the resident said.

The has been trying to annex the area for the past few years and was finally able to get it on the April ballot this year.
Area 13 has 348 housing units and would have brought in more than $400,000 in additional tax revenues.
One possible consideration for the Area 13 residents could have been the utility tax rate. The city’s utility tax rate is 7 cents per dollar, while Area 13 residents pay 5 cents per dollar on utilities, including cell and landline phones, sewer, water, electric and gas bills.
Calls and emails to Mayor Tom Schneider’s office have yet to be returned.
