City Council Passes Number of Ordinances

Despite the of two bills during Monday night’s council meeting, the councilors agreed to pass a number of items on the agenda, including: 

• The passage of Bills 8729 and 8730, which will allow for the renovations to two locations in Florissant. After accepting substitute plans from the design company, the council unanimously approved the passage of the bills.
• The council approved Bill 8731, which allows for the rezoning of the former QuikTrip location on Lindbergh to a new location. The new Firestone will replace the Firestone currently located at New Halls Ferry and Lindbergh.
• Bill 8732 passed, but it didn’t come without a few words of warning. Ward 7 Councilwoman Karen McKay spoke to tanning salon business owner Jennifer Moonier about the possible problems she could have in bringing it to Florissant. McKay said she used to own a tanning salon. McKay said Moonier could incur lawsuits and implored Moonier to read the laws of Florissant carefully before she opens he business. McKay abstained from the vote, while the rest of the council voted to approve.
• The council unanimously approved Bill 8733, which would allow for the opening of a carryout fish and chips restaurant.
• The council passed Bill 8734, which transfers the special use permit from Latino’s Mexican Resturant to a new business called All Star Bar and Grill at 8131 N. Lindbergh.
• Bill 8735 passed unanimously, and it transfers a special use permit from Pizza/Midwest Development to .

One bill died during the meeting due to lack of support for a vote. Bill 8728 would have allowed a residence belonging to Florissant resident John Engelmeyer to rezone the property for an R-4 single family dwelling to a B-3 Extensive Commercial District to allow for office space.

In the May 10 meeting, several councilors expressed concern of the rezoning due to what’s called “spot zoning,” where a property is zoned differently from its surrounding area.

Another concern of the council was the number of other businesses that could come into the property once Engelmeyer left the space.

The next council meeting will be held June 13.
