Florissant City Council Takes Next Step in Plaza Madrid Redevelopment
While the council approved the TIF ordinance amendments and selected a developer, there's still a long way to go before the redevelopment is approved.

The Florissant City Council took the next step in the process of redeveloping the Plaza Madrid Center Monday night by voting to approve N3 Retail Developers as the project’s preferred developer.
, which would cost an estimated $12 million and possibly include a dollar store, convenience store and strip center.
The next step in the process will be to bring the public financing proposal before the St. Louis County TIF Commission, which will include members from Florissant appointed by Mayor Tom Schneider. The TIF will then be voted on by the commission before coming to the Florissant City Council for a final vote.

In an interview after the meeting, Mayor Schneider said a supermajority of the city council will be required to pass the TIF if it is voted down by the commission, but only a simple majority if it gains the commission’s approval.
“Then there will be a bill and it will go through the regular planning and zoning process,” he said.

The shopping center at Parker Road and New Halls Ferry has been “underutilized” for several decades, according to Schneider, who has been on the council since 1979, but he said he sees hope in this latest proposal.
