Some write it off as simply a myth indicating that body heat lost is equal for each body part that is exposed to the elements. It seems the key to lost body heat is exposure to the cold, not the body part itself.
Regardless of this controversy, it really comes down to this: Exposed body parts get colder while covered body parts stay warmer. It is as simple as that.
