HB 1562 Sexual Trafficking
Knowingly advertising a minor to participate in a commercial sex act, performance, or production of explicit sexual material is added to the offense of sexual trafficking of a child. The bill adds the advertising element to the offense of trafficking for the purpose of sexual exploitation. It specifies any visual or aural recording or photographs of a minor in the possession of a Child Assessment Center, health care provider, or multidisciplinary investigation team member cannot be disclosed without a court hearing, but a person or party with legitimate interest in the court proceeding involving a minor victim may view any visual or aural recordings or photographs of a minor with a court order.

Victims of sexual trafficking are added to the Address Confidentiality Program run by the Secretary of State aimed to protect victims of domestic violence, rape, sexual assault, or stalking by assigning substitute addresses to such victims. Knowingly accessing or attempting to access the address of a participant of the program has been added to the elements of aggravated stalking. Beginning in 2017, as a result of Senate Bill 491 (2014), it will be added to the elements of first degree stalking.
